A Legacy of Learning and Collaboration: The History of the Delaware Association for Healthcare Quality

The Delaware Association for Healthcare Quality (DAHQ) has a rich history rooted in collaboration, education, and a shared commitment to improving healthcare quality across the state. What began as a small, grassroots effort has evolved into a respected professional association with decades of impact.

Laying the Groundwork: 1979–1982

The story of DAHQ begins in the late 1970s, when coordinators from each county in Delaware came together to explore the growing importance of networking, research, and education for professionals involved in quality assurance and utilization management. These early conversations reflected a shared understanding: improving healthcare quality required connection, learning, and collaboration. This vision took a significant step forward in October 1982, when the group held its first formal meeting—marking the true beginning of what would become a lasting association.

Formalizing the Association: 1983–1985

Between 1983 and 1985, the organization began to take shape. Bylaws were established, the association was formally created, and a leadership structure emerged with elected officers. Membership steadily grew, signaling strong interest and engagement among healthcare quality professionals throughout the state.

Expanding Education and Reach: 1986–1992

Education became the central focus during this period. The association affiliated with the national association of quality assurance professionals, further strengthening its credibility and reach. Membership continued to expand, bringing together a broad and diverse group of healthcare organizations, including Beebe, Kent General, Rockford Center, St. Francis, Medical Center of Delaware, Christiana, A.I. duPont, VA Milford, Nanticoke, Health Plan of Delaware, and Blue Cross Blue Shield.
This era solidified the association as a key forum for shared learning and professional development across Delaware’s healthcare landscape.

A New Name and a Broader Vision: 1993–2007

In 1993, the association adopted the name Delaware Association for Healthcare Quality, reflecting both its evolution and its expanding scope. DAHQ became an affiliate of the National Association for Healthcare Quality (NAHQ) and the Delaware Health Association (DHA). The organization continued to emphasize education and networking through half-day conferences, telecasts from the IHI National Forum, and regular opportunities for professionals to connect, learn, and collaborate.

Recognition and Infrastructure Growth: 2008–2018

This decade marked a period of significant achievement and maturation. DAHQ received an NAHQ Award for Association Excellence in Educational Programs, a testament to the high value and quality of its offerings. Programs were CPHQ-accredited and widely respected. Operationally, the association strengthened its foundation by establishing a merchant account, launching a website, creating board transition plans, offering a CPHQ review program, and expanding regional educational opportunities.

A Pause During Unprecedented Times: 2019–2023

Like many organizations, DAHQ experienced a hiatus during the COVID-19 pandemic. While activities paused, the association’s legacy and relationships remained intact, laying the groundwork for renewal.

Reinvigoration and Renewal: 2024–2025

In 2024, DAHQ entered a period of reinvigoration. A dedicated group came together to focus on process planning and rebuilding momentum. The association reconnected with regional partners, networking with Maryland and Pennsylvania associations, and sought guidance from NAHQ to ensure a strong and sustainable transition. These efforts reaffirmed DAHQ’s commitment to moving forward in good standing—honoring its history while preparing for the future.
